Importation of Turkish and Persian opium into Hong-Kong. We are surprised to learn from papers received with your Revenue Secretary's letter No. 1580, dated 31st May last, importation of above opium into Hong-Kong has not been prohibited. In view of prohibition which has been placed on importation of uncertified Indian opium we cannot bui consider such differential treatment invidious and likely to encourage snuggling non- Indian opium to China.
